Affordable proposal software for freelancers
The cheapest tool for one person is rarely the cheapest for three. Here is what nine proposal tools cost at one, three and five people, from each vendor's own pricing page.
The short answer

Dubsado is sold annually only ($335/yr) and includes three users; it doesn't publish a clear price for five. HoneyBook doesn't publish a per-person price for teams. “Invoicing” means the tool can send the invoice itself.
If you work alone
Price per person matters most, and the per-user tools are at their cheapest. Moxie Starter is $12 a month ($10 billed annually) with proposals, contracts, invoicing and time tracking. Prospero is $19 a month, or $12 on an annual plan, but only does proposals. Plutio Core is $19 and caps you at nine active clients.
Watch for the tier where proposals actually start. Hello Bonsai's $15 Basic plan has no proposals, contracts or invoices; those begin at Essentials, $25 a month or $19 billed annually. Our Bonsai pricing breakdown has the plan-by-plan detail.
If you send only a few proposals a month, a free plan may be all you need. ApeiroCraft's sends 3 proposals and 3 invoices a month with read tracking and a verified e-signature, and doesn't expire.
If there are two or more of you
The ranking flips. Per-user tools multiply: three people on Proposify Build or Qwilr Starter are $147 a month billed monthly ($105 annually), and on Prospero $57. Tools priced per account stay put until you hit the plan's limit. Moxie Teams is $40 for up to five members, and ApeiroCraft is $19 for three people on Solo and $79 for five on Team.
The trade-off is ceilings. Moxie stops at five team members. ApeiroCraft goes to 20 on Agency ($149). Plutio Pro includes 30 contributors for $49. The flat-rate vs per-seat breakdown runs the numbers for bigger teams.
What “affordable” should include
A cheap tool that sends a PDF leaves the expensive part to you: chasing a client who may not have opened it. For freelancers, three features pay for themselves:
- Read tracking, so you follow up when the client is actually looking. See how to know if a client read your proposal.

- Proposal-to-invoice, so the agreed numbers become the invoice without retyping.
